"Port of Registry" ေၿပာင္းလဲမွတ္ပံုတင္ၿခင္း

တိုင္းၿပည္ဖြံၿဖိဳးတိုးတက္လာတာနဲ႔ အမၽွ၊ နိဳင္ငံတကာနဲ႔ ကူးလူးဆက္ဆံမွဳေတြ ပိုမၽားလာၿပီး၊ သေဘ္ာေတြ ဝယ္ယူေၿပးဆြဲလာႀကပါတယ္။ ဒီအခါ တၿခားတိုင္းၿပည္တခုမွာ မွတ္ပံုတင္ထားတဲ႔သေဘ္ာကို၊ မိမိနိဳင္ငံမွာေၿပာင္းလဲမွတ္ပံုတင္ႀကတာကိုလည္းေတြ႔ရပါတယ္။ ဒီေဆာင္းပါးမွာေတာ႔ "Port of Registry" ေၿပာင္းလဲမွတ္ပံုတင္ၿခင္းနဲ႔ပက္သက္ၿပီး၊ ေဖာ္ၿပထားပါတယ္။

port of registry ေၿပာင္းလဲမွတ္ပံုတင္ၿခင္းကို၊ 'flag change' တယ္လို႔ အလြယ္တကူေခါါေလ့ရိွပါတယ္။ flag change တဲ႔အခါမွာလည္း၊ classification societies အဖြဲ႔အစည္းေတြဟာ၊ classification နဲ႔ statutory ဆိုင္ရာကိစၥေတြကို၊ သက္ဆိုင္ရာတိုင္းၿပည္ရဲ႕ national administration သို႔မဟုတ္ authority ကိုယ္စားေဆာင္ရြက္ေပးပါတယ္။

မူလမွတ္ပံုတင္ထားရာ၊ port of registry အတြက္၊ classification society မွ၊ ထုတ္ေပးထားတဲ႔ class statutory certificates ေတြအစား၊ ေၿပာင္းလဲမွတ္ပံုတင္မယ္႔ port of registry အတြက္ class statutory certificates ေတြထပ္မံထုတ္ေပးရပါတယ္။ တနည္းအားၿဖင္႔ renewal လုပ္တယ္လို႔ေခါါပါတယ္။ ေၿပာင္းလဲ ထုတ္ေပးမယ္႔ class statutory certificates ေတြကေတာ႔၊ Safety Construction Certificate, Safety Radio Certificate, Safety Equipment Certificate, Statement of Compliance Anti-fouling Certificate, Load Line Certificate, IOPP Certificate, ISPP Certificate, IAPP Certificate တို႔ၿဖစ္ ပါတယ္။

Safety Construction Certificate, Safety Radio Certificate နဲ႔ Safety Equipment Certificate တို႔ဟာ၊ International Convention for Safety Of Life At Sea, 1974, as modified by the Protocol of 1988 အရထုတ္ေပးတဲ႔၊ Certificates ေတြၿဖစ္ပါတယ္။ Statement of Compliance Anti-fouling Certificate ကေတာ႔၊ International Convention on The Control of Harmful Anti-fouling System on Ships  အရထုတ္ေပးတဲ႔၊ Certificate ၿဖစ္ပါတယ္။ Load Line Certificate ကို International Convention on Load Lines, 1966, as modified by the Protocol of 1988 အရ ထုတ္ေပးတာၿဖစ္ၿပီး၊ IOPP Certificate ဆိုတဲ႔ International Oil Pollution Prevention Certificate ကေတာ႔၊ International Convention for The Prevention of Pollution from Ships, 1973, as as modified by the Protocol of 1978 အရထုတ္ေပးတဲ႔၊ Certificate ၿဖစ္ပါတယ္။

ISPP လို႔ေခါါတဲ႔ International Sewage Pollution Prevention Certificate ဟာ၊ International Convention for The Prevention of Pollution from Ships, 1973, as as modified by the Protocol of 1978 as amended by resolution MEPC. 115 (51) အရ၊ ထုတ္ေပးတဲ႔၊ Certificate ၿဖစ္ၿပီး၊ IAPP လို႔ေခါါတဲ႔ Certificate ကေတာ႔၊ International Convention for The Prevention of Pollution from Ships, 1973, as as modified by the Protocol of 1978 as amended by resolution MEPC. 132 (53) အရ၊ ထုတ္ေပးတဲ႔၊ Certificate ၿဖစ္ပါတယ္။

အသစ္ထုတ္ေပးမယ္႔ certificates ေတြကို၊ interim certificate အၿဖစ္၊  (၃) လမွ (၅) လ သက္တမ္းရိွတဲ႔ ယာယီ interim certificates ေတြအၿဖစ္၊ ထုတ္ေပးတာၿဖစ္ၿပီး၊ ယာယီသက္တမ္းကာလအတြင္းမွာ၊ တားၿမစ္ ကန္႔ကြက္စရာ အေႀကာင္းတစံုတရာမရိွမွာသာ၊ အၿမဲတမ္း Full Certificates  ေတြအၿဖစ္၊ သက္ဆိုင္ရာ Classification Society မွ အသစ္လဲလွယ္ေပးမွာၿဖစ္ပါတယ္။

Flag Change တဲ႔အခါ၊ ေဆာင္ရြက္ရမယ္႔ GL လို႔ေခါါေလ့ရိွတဲ႔ Germanischer Lloyd ဆိုတဲ႔ Classification Society တခုရဲ႕ procedure ေတြကို၊ နမူနာအေနနဲ႔ ေဖာ္ၿပထားပါတယ္။

International Convention for Safety Of Life At Sea, 1974, အရ၊ ထုတ္ေပးတဲ႔ ISM Certificate လို႔ေခါါတဲ႔ International Safety Management Certificate နဲ႔ ISPS Code လို႔ေခါါတဲ႔ International Code for The Security of Ships and of Port Facilities အရထုတ္ေပး တဲ႔ ISSC International Ship Security Certificate တို႔ကိုေတာ႔၊ Classification Society အေနနဲ႔ အသစ္လဲလွယ္ၿခင္းမၿပဳပဲ၊ မူလ Certificate အေပါါမွာသာ၊ Port of Registry ကိုေၿပာင္းလဲေရးသားပါတယ္။ 

International Convention on Tonnage Measurement of Ships, 1969 အရထုတ္ေပးတဲ႔၊ International Tonnage Certificate, 1969 ကိုေတာ႔ ၊ အသစ္လဲလွယ္ၿခင္းမၿပဳပဲ၊ မူလ certificate အေပါါ မွာ Port of Registry ကိုေၿပာင္းလဲေရးသားကာ၊ (၃) လ သက္တမ္းရိွတဲ႔၊ provisional certificate အေနနဲ႔၊ ထုတ္ေပးၿပီး၊ provisional သက္တမ္းကာလအတြင္းမွာ၊ တားၿမစ္ ကန္႔ကြက္စရာ အေႀကာင္းတစံုတရာ မရိွမွာသာ၊ အၿမဲတမ္း Full Certificates  ေတြအၿဖစ္၊ သက္ဆိုင္ရာ Classification Society မွ အသစ္ လဲလွယ္ေပးမွာၿဖစ္ပါတယ္။

Suez Canal Tonnage Calculation သို႔မဟုတ္ Panama Canal Tonnage Calculation Certificate ဟာ၊ Classification Society မွထုတ္ေပးတဲ႔၊ Certificate ၿဖစ္ခဲ႔လၽွင္၊ မူလ certificate မွာ Port of Registry ကိုေၿပာင္းလဲေရးသားကာ၊ amended အေနနဲ႔ေဆာင္ရြက္ေပးမွာၿဖစ္ပါတယ္။ အကယ္၍ Certificate ဟာ၊ Suez Canal သို႔မဟုတ္ Panama Canal Authority မွ ထုတ္ေပးတဲ႔၊ Certificate ၿဖစ္ခဲ႔ လၽွင္၊ မူလ ထုတ္ေပးရာ Authority မွသာ၊ Port of Registry ကိုေၿပာင္းလဲေရးသားကာ၊ amended အေန နဲ႔ေဆာင္ရြက္ေပးမွာ ၿဖစ္ပါတယ္။

Tanker သေဘ္ာေတြအတြက္၊ ထုတ္ေပးတဲ႔ SOPEP နဲ႔ SMPEP လို႔ေခါါတဲ႔ Shipboard Oil Pollution Emergency Plan Manual နဲ႔ Shipboard Marine Pollution Emergency Plan for Noxious Liquid Substances Manual လို၊ booklet ေတြမွာ လည္း၊ Classification Society မွ၊ Port of Registry ကိုေၿပာင္းလဲေရးသားကာ၊ amended အေနနဲ႔ေဆာင္ရြက္ေပးမွာၿဖစ္ပါတယ္။
